The Delaware Breakwater and Harbor of Refuge was constructed behind Cape Henlopen, Del., in 1828-1835 to provide a safe anchorage for ships entering and leaving the Delaware River. The original breakwater was designed by William Strickland and constructed with federal funds under the supervision of the Army's Board of Engineers for Fortifications.
